Can I add Donation Levels That the Donor can Determine how Much to Give?

You can add giving levels that accept "any amount" by leaving the Amount field on the giving level blank as shown below.

When your donor is on your Event landing page, they can click on the Giving Level.

When the donor clicks on the giving level, they can determine any donation amount here.
