Do Payment Processors refund processing fees?

In the event you have to refund someone in full, some processors treat the card processing fees refunds differently.  

• PayPal:  will fully refund the processing fees.
• Stripe: does not refund the processing fees, so the organization has to absorb these fees even if they refund the full payment. The full payment is refunded back to the payer.
